USAID has engaged SoCha as the sole contract holder of its Central Asia Regional Platform for Monitoring, Evaluation and Learning (RP-MEL). Over the coming seven years, USAID/Central Asia will issue numerous task orders to contract SoCha to conduct independent evaluations, ad hoc assessments and analysis during program development and implementation, and support local capacity building and learning in the Monitoring, Evaluation and Learning (MEL) space.
We are seeking to develop a pool of qualified local candidates in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan that we can engage for future task orders as necessary, to provide high-quality logistical support to international teams contracted to carry out MEL task orders.
The general scope of work for each engagement is described below.
Illustrative Scope of Work:
To support the work of each task order, a Logistician would be engaged for a short-term consultancy. Specific responsibilities include:
Collaborate with the consultant team to plan, coordinate, and execute logistical arrangements for their stay in the country, ensuring smooth operations throughout the assignment.
Arrange and manage accommodations, transportation, and related logistics for the consultant team, adhering to quality standards and budget constraints.
Liaise with local service providers and vendors to secure necessary resources for the evaluation team’s requirements.
Support the consultant team in scheduling interviews and meetings with stakeholders, including local communities, government officials, and project beneficiaries.
Maintain a comprehensive schedule of activities, including interview appointments, site visits, and other engagements, ensuring optimal time management.
Monitor and troubleshoot any logistical challenges that may arise during the evaluation period, promptly finding solutions to minimize disruptions.
Ensure that all logistical arrangements are aligned with USAID and SoCha’s policies, regulations, and ethical standards.
Provide ad hoc assistance as required during the evaluation, including responding to unforeseen logistical needs.
Though not always required, we place high value on logisticians who are also able to provide translation / interpretation between local languages, Russian, and English.
Minimum qualifications and experience:
Bachelor’s degree in a relevant field such as logistics, international development, business administration, or a related discipline.
5 years of experience in logistical support, event coordination, or similar roles, preferably in an international development context.
Strong organizational skills with a keen attention to detail and the ability to manage multiple tasks simultaneously.
Strong familiarity with the local context in the home country is a prerequisite.
Problem-solving aptitude and adaptability to changing circumstances.
Proficiency in English, Russian, and local language.
Strong plus: Experience working on assignments for USAID or other international donors.
Strong plus: 3+ years providing translation and interpretation services, preferably in an international development context.

Future consultancies to take place in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.
