When the former USSR collapsed, the process of adjustment to the shifting strategic priorities of a newly emerged Russian Federation, in internal chaos and in external retreat, took time. Europe and NATO spoke openly and jubilantly of the decline of Russia and invited the newly independent Baltic States to join NATO.
